I just tried with 7.3 as well just to see if it would work. Also does not work. The driver can be installed through device manager so INF changes...
I tried downloading 7-4_vista32_dd_ccc_enu_44985 off of ATI website and installing On Windows Vista Ultimate-32 bit, of course it didn't work...
