first off i'd make sure that your useing the latest drivers from www.ati.com the Cat 3.10 drivers
second make sure you have your latest chipset drivers installed.

your video card settings can affect fps try your slider on performace....also game video settings can affect performace as well.

if i'm not mistaken the 9600 has a clock of 325/400 and 4 pixel piplelines
i'm not sure show that compairs to a GF2 MX from memotry but by all means it should be faster. expecailly in dx 9 games and in alot of the newer games.

IMO: 60 fps is quite playable

I do see a some sytem bottle necks in you system peformace i notice it says you useing only SDRAM (apreas to be mabe PC100). another is that your runing the card at only agp 4x when the card accepts the new agp 8x standard. also you board maker ecs is a value you board maker (known for not high perforance but for low price).

posably new motherboard and some ddr could work wonders for you.

60 fps is probably your refresh rate and CS is an dx 8 and an open GL 1.1 game and your card is made for dx 9 and open GL 2.0 i've got a 9600 XT and i play half life team fortress classic and my old g3 ti 200 played it better with less artifacts. if your refresh rate is set to 60 mhz then try raising it in ati control panel. change it in all places you find it i.e. custom display modes and monitor's tab, etc. also if you turn off v-sync you will get max frames for any halflife game (100 fps) it will be choppy at times but it will play much faster. hope this helps!
